Study in Canada from India 2026: Study Permit Cap, PAL Letters and What Has Changed

Key points for 2026

  • Canada expects to issue up to 408,000 study permits in 2026 — 155,000 for new arrivals and 253,000 for extensions.
  • Most applicants still need a Provincial or Territorial Attestation Letter (PAL/TAL).
  • From 1 January 2026, master's and doctoral students at public institutions no longer need a PAL/TAL.
  • Eligible students can work up to 24 hours a week off campus during academic sessions.

Canada is still one of the most popular study destinations for students from Gujarat, but the system has changed a lot since 2024. There are fewer study permits, most students need an attestation letter from a province, and choosing the right programme matters more than ever. Here is how it works in 2026.

The 2026 study permit cap

Immigration, Refugees and Citizenship Canada (IRCC) expects to issue up to 408,000 study permits in 2026, which is 7% lower than the 2025 target and 16% lower than 2024. Of these, about 155,000 are for new students arriving in Canada and 253,000 are for students already in Canada who are extending.

The cap is split between groups:

  • Master's and doctoral students at public institutions (PAL-exempt): 49,000
  • School (K-12) students (PAL-exempt): 115,000
  • Other PAL-exempt applicants: 64,000
  • Applicants who need a PAL/TAL (mostly college diplomas and undergraduate degrees): 180,000

What is a PAL/TAL and who needs one?

A Provincial or Territorial Attestation Letter confirms that your study place counts within that province's share of the national cap. Your college or university requests it for you after you accept your offer. Without it, most study permit applications are returned.

You generally do not need a PAL/TAL if you are:

  • doing a master's or doctoral degree at a public designated learning institution (new for 2026),
  • a primary or secondary school student, or
  • extending your permit at the same institution and level of study.

Important: master's programmes at private institutions, graduate diplomas and certificates still need a PAL/TAL. Always check before you accept an offer.

Step-by-step: applying for a Canadian study permit from India

  1. Shortlist programmes at Designated Learning Institutions (DLIs) that match your background and career goals.
  2. Apply and receive a letter of acceptance.
  3. Get your PAL/TAL through your institution (unless exempt).
  4. Prepare proof of funds for tuition and living costs — commonly using a GIC plus tuition payment receipts and family financial documents.
  5. Write a clear study plan explaining your course choice, career plan and ties to India.
  6. Apply online, then give biometrics at a visa application centre and complete a medical exam if required.

Work rights and life after graduation

Eligible students can work off campus for up to 24 hours a week during academic sessions and full-time during scheduled breaks. After graduating, you may be eligible for a Post-Graduation Work Permit (PGWP). Eligibility depends on your programme, institution and, for many college programmes, whether your field of study is on the eligible list — so check this before you choose a course.

Tips for a strong application

  • Choose a programme that clearly builds on your previous education or work experience.
  • Show genuine, well-documented funds — avoid large unexplained deposits.
  • Explain any study gaps honestly with supporting documents.
  • Make sure your study plan matches the rest of your documents.

Frequently asked questions

Is Canada still a good option for Indian students in 2026?

Yes, for the right programme. The cap means fewer places, so students with a clear study plan, strong documents and a well-chosen programme are in the best position.

Do master's students need a PAL in 2026?

Not if the master's or doctoral degree is at a public designated learning institution. Master's programmes at private institutions still need one.

How many hours can I work in Canada as a student?

Up to 24 hours a week off campus during academic sessions, and full-time during scheduled breaks, if you are eligible.
